Bright Blue Mascara should be used by the young and rebellious for it’s punkish look. These are the cerulean and teal shades. It’s something to experiment and have fun with, but don’t wear it to work! :)
However if you are over 20, or are going for a serious look, use Indigo or Navy shades. Dark blue mascara has the unique effect of making the whites of the eyes appear brighter, which is indispensable if you are tired or have bloodshot eyes.
Another trick is to apply a regular black mascara on the lashes, and then cover just the tips of the lashes with blue. It will brighten your eyes immediately.
You can also use black mascara on the top lashes and blue mascara on the bottom for similar eye brightening effect.
If you are using blue mascara on all the lashes, use navy blue eyeliner. Black liner with blue lashes doesn’t tend to look good. However vice versa is OK.

Which makes it only fitting to use blue mascara on the eyes. I think it works great to bring out the mystery in you. Of course, if you also happen to have blue eyes it will bring them out even more. But you can enjoy blue mascara with any color eyes.
